We have had the coolest summer on record, but it does appear to be warming up.

You might want to look at moving your trees around to take advantage of the sunnier days and possibly protect others that do not like the midday sun.

Check the roots of any tree not looking healthy. These are the signs of a tree in distress: not growing, branches are dying, leaves are not the right hue of green, or it is not budding out as it should. If you feel that the tree is on a downward spiral, I would repot if in doubt, but protect the tree as necessary for a week so that it can reestablish itself and then day by day move it to locations that are getting more sun each day until it goes in to a full sun location.
